20-Neon Type
Step One:
Create a new document with a black background. Click on the eyeball to hide that layer. Next click with the type tool and set type in a font with rounded corners (to similate rounded corners of glass tubes)

Step Two:
Add a layer style to the type by clicking the first button on the bottom of the layers palette. Choose blending option and set Advanced Blending > Fill Opacity to 0%. This will make the fill transparent. Next click on the stroke option on the left and select gradient for fill type

Step Three:
Create a Gradient similar to the one below, You can option drag copy the blue and aqua blues colors form one side to the other to make a copy of the same color.

Go back to the stroke style and make the gradient style shape burst. The position of the stroke also needs to be center.
  

Step Four:
Choose the black background and run filter > texture > texturizer with these settings

Step Five:
Create a new layer above the black sandstone and give it a layer style of bevel. You can then draw blue lines with the paintbrush to simulate the tubes coming out of the wall.

Quick Shortcut:
You can download this file. And change the type. You only need to erase the tubes layer and do step 5.
